A FORGOTTEN DECADE: Reappraising Healthcare Delivery on the Island of Newfoundland in the 1920s

Patrick Kennedy, LLB, LLM, MA

A Forgotten Decade (2025-09-23) (2)

In the 1920s, the health care system on the island of Newfoundland was better developed than is generally assumed. The view of the system as unsatisfactory and inefficient stems from the influential Amulree report – a political document that presented a reduced state of health care in Newfoundland. Subsequent historians and politicians uncritically accepted Amulree’s findings.

In this lecture, lawyer and historian Patrick Kennedy argues that it is time to retire this historical narrative and present a more accurate picture of the health care system in the 1920s, one based on positive change and an improvement in health services and facilities.
